The City of Missoula’s Redevelopment Agency has started a master planning process for the North Reserve-Scott Street Urban Renewal District (NRSS-URD) and some nearby properties that are expected to be annexed. Over the next six months, GGLO, the project’s lead consulting firm, and a team of consultants will produce an area master plan that will outline a vision and approach to guide future growth in the area.
Phase 1: Analysis
Phase 2: Draft 2026 Master Plan
Phase 3: Final 2026 Master Plan
Phase 4: Adoption

To increase safety for bicyclists traveling south on Scott street, please consider infrastructure improvements like extending the shared use path so that it continues south along Scott street and goes under the bridge ( where there is a current pedestrian access ramp by Bad Goat Forest Products) on the west side to allow safe and easy access to Stoddard which allows access to the path parallel to the railway and continues on to the bike/pedestrian bridge. This eliminates a left hand turn for cyclists on a busy Scott Street Rd.
1700 Rodgers St is an asphalt facility operating on what is zoned as urban residential. The updated plan keeps this zoning…will the updated plan also allow this non residential facility to remain? It is very close to high density residential areas as well as the cemetery and park and at times sends noxious odors and emissions into the surrounding air. With the current and proposed changes, how will compliance with what is proposed vs what is actually happening be regulated?
Quit building just too feed tif and mra! This area has too much congestion on the Reserve and Scott st side. In addition we all know who will be picking up the tabs for the services $$$$ was siphoned off to give mra. Nothing is selling on the scott st affordable housing so stop the over building and increasing traffic congestion. Its not working to make individual drivers to give up driving, that model is flawed as too many w busy multiple job schedules.
