Introduction
The Unified Development Code (City Title 22) was adopted early in 2026, and is already guiding growth in Missoula. The new code implements the City's land use policy as described in the Our Missoula 2045 Land Use Plan , and provides rules and regulations to manage where and how development happens so that growth reflects community values, considers real-world constraints, and meets the needs of residents.
View the full Unified Development Code and visit the interactive What’s My Zoning? map to explore the City’s zoning designations.
Following adoption of the Land Use Plan in 2024 and based on recognition during that planning process that the area between Reserve and Scott Street—including the former Roseburg Forest Products site—would likely warrant consideration of updating the land‑use designations in the area because of redevelopment opportunities there, the City embarked on a new Reserve to Scott Master Plan 2026 planning process in early 2026. Recommendations developed through that planning effort point to some updated zoning designations within the Plan area, which are detailed on this page.
Why Are we Proposing These Zoning Amendments?
State law (the Planning Act) requires that zoning must be in compliance and alignment with the land use policy adopted in the Land Use Plan. The policy direction and guidance that is included in the new Master Plan is largely consistent with the Land Use Plan, but there are some areas where it recommends a shift in current land use policy that would then also require designation of a compatible zoning district to follow suit. In most cases, this shift would apply to properties currently with an Industrial & Employment designation to Urban Mixed Use or Urban Residential, and in some cases to Open and Resource. If these shifts are included in the adopted Master Plan and associated Land Use Plan amendments, they must also be implemented through re-designation to compatible zoning districts.
There are also some zoning district re-designations being proposed that are not related to an underlying Place Type shift. These are targeted to individual properties where recent improvements, such as the construction of a new neighborhood park, provide new conditions that warrant aligning properties with a different zoning intensity designation. There are also select properties where the zoning that was designated at the adoption of the new UDC was not compatible with the related Place Type, and this is an opportunity for correction.
The proposed zoning amendments will generally include:
- Targeted Zoning Map amendments to properties within the Master Plan area and also within City limits to assign compatible zoning districts because of Place Type re-designation.
- Targeted Zoning amendments to properties within the Master Plan area and also within City limits to re-designate zoning districts to better align with already adopted Place Type designations.
There amendments are related to the Reserve to Scott Master Plan 2026 process, and also include proposed Land Use Plan amendments and potential annexation of the Roseburg Phase 2 property, Visit those related Engage Pages for more information.
- NOTE: When annexed, the Roseburg Phase 2 property will receive zoning designations at that time and through that adoption process.
How do Zoning Amendments relate to the Reserve to Scott Master Plan and State Law?
Here is how these proposed zoning amendments relate to the Reserve to Scott Master Planning effort:
- Montana Land Use Planning Act (76-25): The MLUPA, adopted by the State in 2023, requires that localized Area Plans be aligned with the adopted Land Use Plan, and also that the adopted Land Use Plan be implemented through compatible zoning.
- Land Use Plan | Missoula, MT - Official Website: The City’s Land Use Plan provides guidance for how the city grows and changes within a larger urbanized planning area.
- Reserve to Scott Master Plan 2026 | Engage Missoula : The Master Plan provides guidance for change and development within a specific geographic area, specifically the North Reserve Scott Street Urban Renewal Area and the area located in Missoula County between North Reserve Street and Scott Street, south of Interstate-90, and north of West Broadway Street. When the Master Plan recommendations differ from what is currently shown in the Land Use Plan, that governing document must also be updated to stay consistent. It may also mean that the zoning described in the Unified Development Code, which implements our land use policy, must be amended as well.
