What CPD formula block grants does the City receive?

    The City of Missoula receives Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). CDBG and HOME funds must benefit Missoula’s low- and moderate-income residents and leverage resources to: 

    • Improve the supply of affordable housing; 

    • Assist with public improvements; and 

    • Fund eligible public services. 

    For FY2023, the City of Missoula received $555,089 in CDBG funds and $397,905 in HOME funds. 

    What is a Consolidated Plan?

    The Consolidated Plan is a planning document required by the U.S. Department of Housing and Urban Development (HUD) intended to help states and local jurisdictions assess their affordable housing and community development needs and make data-driven, outcome-based investment decisions.  

    The Consolidated Plan is produced every five years. The City is beginning to develop its 2024-2028 Consolidated Plan. A link to the City’s previous Consolidated Plan can be found here 

    What is an Annual Action Plan?

    The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. 

    What is an Equity Plan?

    An Equity Plan is a companion document to the Consolidated Plan. It focuses on how needs differ for all community members, how policies and programs can better meet community needs, and where barriers to fair housing choice exist. The Equity Plan helps states and local jurisdictions advance equity in housing, community development programs, and residents’ access to well-resourced areas 

    How is the Public Involved?

    Public involvement is a critical part of both the Consolidated Plan, Annual Action Plans, and Equity Plan. These plans all prioritize community-wide dialogue to identify housing and community development priorities. Stay tuned for more information about summer and fall engagement opportunities!

    Are these plans the same as Our Missoula?

    No. But the plans will help inform and complement the Our Missoula project.  

    The Our Missoula project is focused on updating the City’s vision for future growth by updating its policies and priorities to respond to current challenges, such as housing affordability, equity, and climate change, and to modernize its development regulations to implement this vision.     The Consolidated Plan is focused on identifying housing and community development needs in the city of Missoula, while the Equity Plan is focused on ensuring equal access to housing choice, opportunity, and community assets, as well as the City’s housing and community development programs. 

    The teams for both Our Missoula and the Consolidated Plan/Equity Plan are working together collaboratively to ensure these efforts are coordinated
