The City of Missoula is currently working to develop its 2024-2028 Consolidated Plan, 2024 Annual Action Plan, and Equity Plan. These plans support the work of the Community Development Division in the administration of two federal funding streams: the Community Development Block Grant (CDBG) and HOME Investment Partnerships funds.

We need your input to inform housing and community development needs in Missoula.

A key goal of the City's HUD Programs and Housing Policy is to ensure the provision of fair housing in our community. Federal and state fair housing laws prohibit discriminatory practices in any industry-related business or transaction that may affect the ability of protected class members to secure housing and live in the housing of their choice. As we develop a new Equity Plan for the City of Missoula, we are eager to build on the housing displacement work completed in 2023 and to learn more about how we as a city can ensure all Missoulians have access to quality housing without discrimination.

  • City of Missoula Housing Needs Survey Open

    The City of Missoula is kicking off an analysis of housing and community development challenges facing Missoula residents. This effort will identify the greatest needs related to housing affordability, neighborhood and community livability, and economic development opportunities in Missoula and will develop priorities and goals to address these issues throughout the city.

    Open to all Missoula residents, this survey will help identify the city’s most pressing housing and community development needs and assist with prioritizing outcomes to address those needs. Low-income residents, members of protected classes, and residents experiencing housing challenges are encouraged to participate. The survey is available in English and Spanish and respondents will be entered into a drawing for a $100 Visa gift card.

    This survey will inform both the City’s 2024-2028 Consolidated Plan and Equity Plan, which will ensure that the City continues to receive valuable funding from the U.S. Department of Housing and Urban Development (HUD).

    Every five years, the City of Missoula must engage in an intensive planning process to identify community goals and priorities for the annual allocation of Community Development Block Grant (CDBG) and HOME Investment Partnerships funds we receive from the U.S. Department of Housing & Urban Development. Annual allocations vary year by year, but typically we receive about $800,000 each year to support our housing and community development goals. This year, at the same time as we develop the Consolidated Plan to identify those goals, we will also be reaching out to the community to identify barriers and challenges to fair housing, developing an Equity Plan for Fair Housing as well.
