The City of Missoula is currently working to develop its 2024-2028 Consolidated Plan, 2024 Annual Action Plan, and Equity Plan. These plans support the work of the Community Development Division in the administration of two federal funding streams: the Community Development Block Grant (CDBG) and HOME Investment Partnerships funds.

A key goal of the City's HUD Programs and Housing Policy is to ensure the provision of fair housing in our community. Federal and state fair housing laws prohibit discriminatory practices in any industry-related business or transaction that may affect the ability of protected class members to secure housing and live in the housing of their choice. As we develop a new Equity Plan for the City of Missoula, we are eager to build on the housing displacement work completed in 2023 and to learn more about how we as a city can ensure all Missoulians have access to quality housing without discrimination.

The draft of both the Consolidated Plan and the Equity Plan are now available for review and comment. You can view both documents in the sidebar to the right.

Join us for a short presentation of both plans at the City Council meeting on Monday, April 22nd at 6:00pm!

You'll hear:

  • the results of our survey and other outreach efforts,
  • the new goals for our HUD funding for the next 5 years,
  • Fair Housing concerns and the resulting goals to address those concerns,
  • the projects chosen for funding in 2024.

    The City of Missoula's 2024-2028 Consolidated Plan and its related Fair Housing Equity Plan are now available for review.

    The City of Missoula awards approximately $500,000 in federal CDBG funds annually to housing and community development projects and approximately $300,000 in federal HOME funds to housing projects that assist low- to moderate-income Missoulians secure safe and affordable homes.

    As a condition of this funding, every five years, Community Development must publish a Consolidated Plan, detailing the goals for the funding over the next five years. The Consolidated Plan also details which projects we’ve chosen to fund for Program Year 2024 (PY24).

    In addition to the Con Plan, our Fair Housing Equity Plan is also up for review. This plan has taken data, survey results, and interviews with both stakeholders and residents to craft goals that will help the City of Missoula work toward greater fairness in housing.

    Every five years, the City of Missoula must engage in an intensive planning process to identify community goals and priorities for the annual allocation of Community Development Block Grant (CDBG) and HOME Investment Partnerships funds we receive from the U.S. Department of Housing & Urban Development. Annual allocations vary year by year, but typically we receive about $800,000 each year to support our housing and community development goals. This year, at the same time as we develop the Consolidated Plan to identify those goals, we will also be reaching out to the community to identify barriers and challenges to fair housing, developing an Equity Plan for Fair Housing as well.
