Consultation has concluded.  On November 23, 2020 City Council approved the Trinity Mullan Subdivision. 

Project Overview

The Trinity Project is a collaboration between Homeword, the Missoula Housing Authority, and BlueLine Development. This 202-home project will be located on two sites in Missoula.

Mullan Site

Missoula County contributed the land for the Mullan site. Mullan will provide low-threshold homes that people can afford. This means we will accept people as they are and provide a safe, supportive environment. The Mullan site will have a total of 130 homes, 30 of which will be supportive housing targeted for Missoula’s long-term unhoused neighbors. The remaining 100 homes will be for individuals and families living below 70% of the area median income, which is below $41,000 a year for a family of two.

The Mullan Street project will also include an on-site navigation center that provides intensive supportive services. Navigation centers are a best practice in serving people living unsheltered or in encampments. The center is a proven way to get people off the street and on a pathway to a safe, healthy home and stability. It’s a critical component of Missoula’s Homelessness Crisis Response System.

Cooley Site

Seventy-two homes will be located on the Cooley block that was previously Skyview Trailer Park. Homeword has already secured that land. The Cooley site is zoned appropriately for the apartments that will be built for families and Missoula’s workforce.

Funding

This project will be a tax-exempt bond-financed deal, using 4% Low-Income Housing Tax Credits. The City of Missoula operates as a pass-through entity for the tax credits and bonds, so developers can borrow less money during construction. Savings are passed on to individuals and families as lower rents. The City’s Community Development Division also allocated funds from the federal HOME Investment Partnerships program to fund the project, and the Missoula Redevelopment Agency has also provided funding to the project.

    These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Missoula.

    REQUEST FOR RELEASE OF FUNDS

    On or about January11, 2021 the City of Missoula will submit a request to the US Department of Housing and Urban Development (HUD) for the release of $0.00 of HOME Investment Partnerships Program (HOME) funds and $0.00 in Community Development Block Grant (CDBG) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended 42 U.S.C. 12701 et seq., to undertake a project known as the Mullan Road Project for the purpose of building 130 quality affordable rental apartments for very low to moderate income persons and families of the Missoula area The total development budget of the Project is estimated at $25,926,981. This portion of the project is located at 2340 Mullan Road in Missoula, Montana. The development partners plan to apply for a Community Development Block Grant funding in the City of Missoula’s 2021 fiscal year allocation process and must complete an environmental review at this time to ensure eligibility for the award of these funds.

    FINDING OF NO SIGNIFICANT IMPACT

    The City of Missoula has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Missoula, Community Planning, Development & Innovation, 400 Ryman St., Missoula, MT and may be examined or copied weekdays 9:00 A.M to 5:00 PM.     PUBLIC COMMENTS

    Any individual, group, or agency may submit written comments on the ERR to the City of Missoula, Community Planning, Development & Innovation, 435 Ryman, Missoula, MT 59802 or epehan@ci.missoula.mt.us. All comments received by January 10, 2021 will be considered by the City of Missoula prior to authorizing submission of a request for release of funds.     ENVIRONMENTAL CERTIFICATION

    The City of Missoula certifies to HUD that Eran Pehan in her capacity as Director of Community Planning, Development & Innovation consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Missoula to use Program funds.

    OBJECTIONS TO RELEASE OF FUNDS

    HUD will accept objections to its release of funds and the City of Missoula’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Missoula; (b) the City of Missoula has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/Montana Department of Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 1670 Broadway 24th Floor, Denver, Colorado 80202 Potential objectors should contact HUD to verify the actual last day of the objection period.

  • City Council Public Hearing on Bond Resolution

    City Council will set a public hearing on the Bond Resolution for the Trinity project for November 23, 2020 at 6:00 pm. This project will be a tax-exempt bond-financed deal, using 4% Low-Income Housing Tax Credits and tax exempt bonds issued by the City of Missoula. The use of tax credits and tax-exempt bonds allow developers to borrow less money during construction, passing the savings on to individuals and families as lower rents.

    This item was before council almost one-year ago and a public hearing was held to adopt a resolution pertaining to the issuance of bonds. Changes in the financing structure have required a new application to the State of Montana to rise the volume cap for the bonds. This in turn requires a new resolution from the City of Missoula and a separate public hearing process. The project is still in good standing and moving towards a construction start in the Spring of 2021. There are no financial implications for City tax payers for the issuance of these bonds. The bonds are repaid from the proceeds of the tax credits.

    UPDATE: On November 23, 2020 City Council approved the Trinity Mullan Subdivision. This case is now closed for comment.


    PROJECT DESCRIPTION:

    An application is under review for a two-lot minor subdivision at 2340 and 2350 Mullan Road. One additional lot will be created if the subdivision is approved. The parcel currently contains the Missoula County Detention Center. The Detention Center will remain on proposed Lot 2. Proposed Lot 1 is planned to be developed with 130 units of affordable housing and a navigation center which will provide services to the residents of the development and other members of the community.

    The proposed development on Lot 1 is permitted with the current zoning designation of M1R-2 Limited Industrial – Residential. Subdividing the property will allow the County to sell proposed Lot 1 for development.
