Mountain Line MOAB Facility: Annexation and zoning upon Annexation to I-1 Industrial 1, South of Whippoorwill Drive

PROJECT DESCRIPTION:

The City of Missoula has received an annexation petition from DJ&A on behalf of the Missoula Urban Transportation District (MUTD) to annex the above referenced property in Tract 1-A-1 of Certificate of Survey 7043and the adjacent easement for Whippoorwill Drive East to West Broadway Street into the Missoula municipal boundary. The 18.5-acre property has been newly acquired by Mountain Line and is currently vacant, but it is intended to be used for the development of the site as MUTD's new Maintenance, Operations, and Administration Base (MOAB) facility, which will include a combination of freight operations, motor vehicle repair, an electric vehicle charging hub, and administrative office space.

The property is located in Annexation Area A, which means it generally meets the guidelines for annexation set out in Missoula’s Annexation Policy. It is currently zoned Workplace (W) under the County’s Sxʷtpqyen Neighborhood Form-Based Code and the applicant is requesting City zoning upon annexation of I-1 Industrial 1. The Our Missoula 2045 Land Use Plan designates this area with a Place Type of Industrial and Employment, for which I-1 is acknowledged as a comparable zoning designation.

Upon annexation, the subject property will be included in the Captain John Mullan Neighborhood and Council Ward 2.

City Council: Monday, March 23rd, 2026 at 6:00 pm – Public Hearing & Final Consideration

PROJECT COMMENT DEADLINE:

Public comment will be taken by City Council until the public hearing is closed. Comments can be submitted through Engage Missoula, via email to the Planner noted below, by mailing in a letter to the City of Missoula office at 435 Ryman Street, Missoula, MT 59802, or during the public meetings. Provide your comment by March 12, 2026, to be included in the staff report packet to City Council. Your comments may be considered by City Council in their decision to approve or deny this request.
