What is Displacement?

Displacement occurs when households lose their housing due to external reasons. Market and neighborhood-level factors such as low available stock and rising housing demand can lead owners of rental properties to raise rents when leases expire, sell or repurpose their properties to realize a higher rate of return.

Additionally, households that can typically afford their housing costs may be vulnerable to eviction or foreclosure because of unexpected expenses, changes in circumstances or personal emergencies.

Housing displacement is caused by a variety of factors and have different solutions depending on the experience and need. The Community Development division of Community Planning, Development and Innovation is exploring potential policy solutions to support residents impacted by housing displacement. In order to develop effective, community-based solutions we need to hear from residents about experiences, ideas and recommendations to influence housing policy.
