What is Displacement?

Displacement occurs when households lose their housing due to external reasons. Market and neighborhood-level factors such as low available stock and rising housing demand can lead owners of rental properties to raise rents when leases expire, sell or repurpose their properties to realize a higher rate of return.

Additionally, households that can typically afford their housing costs may be vulnerable to eviction or foreclosure because of unexpected expenses, changes in circumstances or personal emergencies.

Housing displacement is caused by a variety of factors and have different solutions depending on the experience and need. The Community Development division of Community Planning, Development and Innovation is exploring potential policy solutions to support residents impacted by housing displacement. In order to develop effective, community-based solutions we need to hear from residents about experiences, ideas and recommendations to influence housing policy.

    Join us to learn more about your rights under the Fair Housing Act!

    In partnership with the Missoula Tenants Union, the City of Missoula and HUD, Kate Boyd from the U.S. Department of Housing and Urban Development’s (HUD) Office of Fair Housing and Equal Opportunity will teach the foundations of Fair Housing for tenants on Thursday, March 14 from 5:30-7:30pm.

    You can expect to learn:

    • Your rights under the Fair Housing Act
    • How to recognize discrimination
    • What to do if you’ve experienced discrimination

    The workshop will be held at Goodworks Place, 129 Alder St. Parking is available in the surrounding neighborhood and not metered after 5pm.

  • Public Comment Opportunity! Share your Feedback on the PRO Housing Grant Application

    The US Department of Housing and Urban Development (HUD) has an open grant funding opportunity, Pathways to Removing Obstacles to Housing (PRO Housing). HUD is seeking proposals that identify sound approaches to knock down housing barriers. The City of Missoula is applying for $10,000,000 to focus on activities that prevent housing displacement and strengthen housing access for Missoulians that experience systemic racism.

    City staff will present at the October 4th Housing, Redevelopment & Community Programs committee to request that City Council sets a public hearing for Monday, October 23 at 6pm.

    Community members can participate in several ways:

  • Community Experiences Reflected in Housing Displacement Memo

    Community Development division staff wrote a housing displacement memo, summarizing themes and recommendations developed from a months-long listening and engagement cycle regarding housing displacement experiences, ideas and suggestions from the community. We appreciate the community input and participation that went into this project and resulting recommendations.

    Staff will present themes and recommendations to City Council on Wednesday 1/11/23 at 4:15pm and on 1/25/23, time TBD.

    In 2021, the City of Missoula received $1.3 million in HOME-ARP funds from the Department of Housing and Urban Development. (HOME stands for the HOME Investment Partnership Program, and ARP is the American Rescue Plan).

    HOME-ARP dollars will primarily be used to address homelessness and supportive service needs in our community. This means we can fund things like developing additional rental housing, homeless shelters or transitional housing, and services that support our community like childcare, job training, housing search & counseling services, among others.

    Missoulians face challenges in the housing market including risk of losing their current housing for several reasons. The Community Development Division of Community Planning, Development and Innovation is hosting community listening sessions to hear from residents about their experiences, concerns, and solution ideas to inform future policy strategies. Please join us for one of these vital community conversations!

    To simultaneously respect privacy and follow current COVID-19 guidance, listening sessions are held on Zoom and will not be recorded or broadcast on YouTube. Information shared in the listening sessions will be shared without names and reported out as themes, rather than individual experiences.

    Both listening sessions will follow the same format and are being offered at different times for schedule convenience. Community members are encouraged to attend one (1) session.
