"On Phillips Street there will be another water-main replacement from Shakespeare to Hawthorne Street which will be combined with building a roundabout at Scott and Phillips Street. Kevin Slovarp, the city engineer for surface transportation, said this project's start date is July 7 and it should take about 45 days to complete.
'It’s a one-way roundabout at the intersection that will help facilitate access but it’s also a safety feature where you need a higher form of intersection control than just a stop sign,' Slovarp said."
