Housing Development on Community Land Trust Reaches an Exciting Milestone

This week, work began on an important milestone towards creating 89 new home ownership units for working Missoulians. Framing for the first building of new townhomes and condominiums at Ravara began and is expected to continue for the next few weeks. You will see the building begin to take shape near the corner of Charlo and Scott Street.
This project is a partnership among the City of Missoula, Ravara Development, LLC, an affiliate of Goodworks Development, LLC, North Missoula Community Development Corporation, and the Missoula Redevelopment Agency.
“Seeing this important project under construction is a massive achievement,” said Kiah Hochstetler of Ravara Development. “There’s plenty of work left to be done, so it’s surreal in that it’s more of a milestone than a finish line.”
The Scott Street Development covers approximately 10 acres in Missoula’s Northside neighborhood, including new street connections.
- 3 acres are dedicated for 89 new for-sale housing units, including 47 permanently income-qualified homeownership community land trust homes.
- 5 acres are planned for mixed-use development, including retail and 220 market-rate apartments.
Construction began at the site in early 2024. Last summer, crews extended sewer, water, gas, and electric main lines and completed street grading, with paving scheduled for spring 2025. The first building along Scott Street is expected to be completed in January, 2026, which will include eight townhomes for sale. Condominiums and additional townhomes are expected to be sold in the months after.
This work is occurring on the Community Land Trust portion of the project. When complete, the project is expected to be Montana’s largest development of income- restricted, for-sale units on a Community Land Trust. An expected 53 percent of the units will be available for households earning 120 percent of Area Median Income and below.

“Northsiders will soon begin to see what the actual buildings will look like after decades of dreaming a new future for the White Pine Sash site," Palmer said. "These homes will be available for purchase to households earning up to 120% of the area median income. This is higher than the typical income limits for homes in the community land trust program; we encourage folks who may not have qualified in the past and new applicants alike to reach out about getting a spot on our interest list.”
