Proposed Parking Plan Released
The Missoula Parking Commission has received the draft proposal from our consultant. The Commission will be discussing the proposal at their May meeting. Use the survey tool below to submit comments.
The plan addresses (5) key areas:

The plan addresses (5) key areas:
- Section A (Pages 6-13) addresses System and Jurisdiction Expansion. "System" refers to our operations and "Jurisdiction" refers to the area we operate within. This part of the plan outlines metrics we can use to analyze our operations, what data would indicate a need to change, and what options we could use to meet a need for change.
- Section B (Pages 14-19) addresses Neighborhood Parking. Here we look at updating what is today known as the RPP program. The ideas used here will also give direction for any neighborhoods we manage in the future. It proposed additional permit options and options for time-limited parking.
- Section C (Pages 20-24) addresses Short-Term Paid Parking. This part of the plan gives recommendations for technology changes in the short-term parking areas as well as options to increase on-street meter rates.
- Section D (Pages 25-28) addresses Commercial and Employee Parking. Here we are looking to increase permit types for our leased parking areas in order to serve more users.
- Section E (Pages 29-31) addresses Parking Violation Fines. This part of the plan recommends that we update our fine schedule and provides a recommended fine schedule.
While this plan can be used to guide our operations moving forward, none of the rates recommended are finalized. When considering rate and fine changes, we would take into account industry standards that went into the recommendations, updated data collection, and community opinions to determine what changes are appropriate for Missoula. Missoula manages a parking and multimodal system to support community needs—from commuting to conducting business, shopping and dining, attending events, or enjoying our recreation opportunities. As our city evolves and we prepare for the future, we’re looking inward at how our parking programs and options can better support the people who live, work and play all around Missoula.
As a user of the Missoula parking system, we need your feedback to help shape project outcomes.
Why Now?
Demand for our street curbs and our parking facilities is expanding and changing.
Missoula started managing parking more than 50 years ago. Since then, our city has grown and many different competing needs for on-street and off-street parking and curb space have emerged. Many of these needs weren’t considered in original plans for parking and curb management—especially in developing areas of our city.
Advancements in how, when, and where we manage parking will improve experience for all users.
As our community has changed, so has the parking industry! New practices, ideas, and technologies can help create a better parking and mobility experience for everyone in Missoula if implemented correctly.
More advanced parking management can support our big plans for the future.
Being strategic about our parking management practices can help us achieve our most important community goals, like mitigating the effects of our rapid housing development, supporting our vibrant economy, protecting our environment and air quality, reducing traffic congestion, and making sure Missoula can pay for parking and transportation needs well into the future.

Wonderful parking structure in the right place. Similar plan in other corners of downtown (Riverfront Triangle under/next to development, over by public health department, perhaps near X's) would go a long way towards creating capacity. Love the first hour free in garages as encouragement to not spread cars all over the place. With government moving to fed building maybe one could be put in by City Hall parking lot. Easy fix to put in cameras by some heavily used bike spots, to reduce crime.
0JNMSLAabout 1 year agoGet rid of the kiosks. The amount of time they take to pay for parking is too long. Bring back spot specific units, pay and go.
1mehabout 1 year agoAllow shorter times for meter parking on the street. Often I only need about 15 minutes and it would be easier if the meter offered that.

The recent and soon to be new section of Russell Street from the river to Mount Av should have parallel parking treatments as part of its redesign. This would better serve the businesses and create a more business and neighborhood friendly atmosphere. It would turn a roadway into a street that would be a super-local asset rather then just a highway. Speak with WGM engineers and MDT asap to get street parking into the design.
0Alwaysrushingabout 1 year agoMissoula is an incredibly walkable and bike-able city. We are even blessed with a FREE bus system. Less cars = healthier community.
More attention to active transportation and less infrastructure for cars
