PROJECT DESCRIPTION

The City of Missoula continually strives to improve our application processes and streamline reviews. We are implementing a new completeness review process that looks to help applicants better prepare complete submissions thus reducing the possibility for multiple reviews and resubmissions. As part of this effort we released the first of a series of checklists that identify the requirements for various permit types. The checklists will be used to perform a completeness review prior to our formal acceptance of the application materials.

Beginning July 21, 2022, all 1-2 unit residential and multi-dwelling residential building permit applications have been required to include a completed permit checklist (ensuring all applicable materials are provided). Upon receipt of the application, an initial completeness review will be performed. Applications that do not contain completed checklists will be noted as insufficient for acceptance and returned to the applicant. The checklists are meant to help outline the requirements for permit submittals to help reduce required resubmittals and streamline the review process. Checklists for commercial buildings will be implemented in the future.

Staff has captured the most common elements of a building permit submittal that are found to be missing or deficient. This includes: required documents, site plan specifications, building plans requirements, as well as grading, drainage, and hillside standards.

By including the page number next to the associated requirement, applicants acknowledge that the information is included within their submittal, and allows staff to quickly locate elements during the formal review process. Not all requirements listed will apply to every project. In these instances, N/A should be marked on the page number line of the checklist next to the requirement. Each line must have either the page number within the submitted packet containing the information, or N/A written on it. 


During the 2021 budget cycle, City Council approved resubmittal fees for various permit types, which are typically 50% of the permit review fee for that project type. These resubmittal fees will be assessed on permits that submit incomplete plan sets for review. The checklists will roll out one month as a ‘soft launch’ before resubmittal fees become active on August 22nd. These fees cover the direct cost to the City that multiple reviews create. 

Disclaimer: Not every possible code section or regulation from each reviewing department that may apply to a project can be included in one document. These checklists are not meant to be exhaustive lists, but rather used as helpful guides to ensure completeness of submissions. Revisions may still be required, and additional regulations may be applied during permit review. 



NOTE: NEW REQUIREMENTS FOR BOULEVARD LANDSCAPING PERMITS INCLUDED
Staff have changed the order of operations for boulevard landscaping permits. These were once addressed and approved after building permit approval. Approval of a boulevard landscaping permit will now be required prior to building permit approval and boulevard landscaping must be installed prior to Certificate of Occupancy. Please see the City’s Urban Forestry page for more information.

    Thank you for your questions.

    We understand your confusion. Urban Forestry's webpage is coincidentally undergoing reconstruction at this time. Getting the permit and process on the site has been delayed. Please continue to submit the permit linked at the top of this page (currently named 'Tree Planting Permit'). The new permit should be located in the same place, enabling for a seamless transition between the accessibility of the current and updated permit. At this time, please submit all applications to the City's Urban Forestry Specialist, Marie Boggess at boggessm@ci.missoula.mt.us. Marie will review and coordinate (via email or phone) with the applicant on the approval of this permit -- with the intent of approving the Boulevard Landscaping Permit prior to final building permit approval.

    Regarding your question for Parks and Rec approval, the Parks and Recreation department now has access to the online review software and will conduct their activity area reviews alongside all other departments in Accela. We hope this answers your questions, please let us know if you have anything else.

    This is an excellent catch. Staff has determined that this suggestion will be included in a later batch update to the checklists as we have determined the intent of the question is still understood. If there are screening questions that may relate to the project, please answer as makes the most sense and provides the most context for staff's review. Permit Coordinators are aware of this issue and any errors in this section will not result in a resubmittal fee with this current, first, checklist version.

    The City of Missoula's pre-approved 2016 Building-Permit-Valuation Plan-Review Packet identifies that projects costing $1,000,001 and up will have a Building Permit Fee of $6,452 for the first $1,000,000 (+$3.62 for each additional $1,000 or fraction thereof). Building Permit Fees increase as the project cost increases. Similarly, Building Permit Fees will be lower with lower project costs.
