Description

Project includes work to improve safety, access, capacity, and mobility on Lower Miller Creek Rd from Linda Vista Blvd to Jack Dr. The project is also planning improvements to Bigfork Rd adjacent to the City’s Maloney Ranch park and Jeannette Rankin Elementary School.

Background

Lower Miller Creek Road from Linda Vista Boulevard to Bigfork Road/Jordan Court is currently a rural two-lane road with minimal shoulder and a 90-degree bend, and it has no lighting, and no pedestrian or bike facilities. Construction of Jeannette Rankin Elementary School and new development in the neighborhood have resulted in additional traffic in the area, increasing the need for safe access to the school for its students as well as safe access for all visitors to the adjacent Maloney Ranch Park. es.

Community Benefits

Improved lighting as well as pedestrian and bike facilities would significantly improve safety for all transportation system users, including those who wish to walk, roll, bike, or drive in and around the area. Installing stormwater facilities extends pavement life and helps to prevent water from pooling in the street and at street corners that becomes ice in the winter.

What is Planned?

On Lower Miller Creek Rd from Linda Vista Blvd to Bigfork Rd/Jordan Ct:

  • Street reconstruction.
  • Installation of a storm drain system, curb and gutter, bike lanes, and boulevard sidewalk, boulevard trees, and corridor lighting on the south and east sides of the street.

At Lower Miller Creek Rd 90-degree corner and intersection with Old Bitterroot Rd:

  • Install an urban mini roundabout with enhanced bike/pedestrian facilities and lighting. This meets our standards for an intersection of two community residential street types.

From the intersection of Bigfork Rd/Jordan Ct to Jack Dr:

  • Install storm drain system, curb and gutter, boulevard sidewalk, and boulevard trees on the south side of Lower Miller Creek Rd.

On the south side of Big Fork Rd (adjacent to the City's Maloney Ranch Park):

  • Install curb and gutter, boulevard sidewalk, and trees.
  • Install bulb-outs and lighting enhancing the existing mid-block pedestrian crossing from the north side of the park to Jeannette Rankin Elementary School.

Project Funding

The total project cost is currently estimated at $5.8 million. The total cost includes preliminary and final design, right-of-way acquisition and cost-to-cure items, utility relocation design and coordination, construction with contingency, construction engineering and administration, and special improvement district creation and administration. Proposed funding sources are City transportation impact fees, private developer contributions, special improvement district (SID) funds, and special impact fee district (SIFD) funds.

The City entered into a contract with a consultant to assist in the development of an SID for the area. In addition, staff will work with bond council on the SID funding and assessment methodology.

Staff is worked with a handful of property owners to secure utility easements so that utility re-location work may begin this summer. See also Lifecycle in column on the right side of this page.

    Thanks for reaching out and for your question.

    The City of Missoula is conducting an Engineering Study to determine the appropriate speed limit for Lower Miller Creek Rd. There is currently a traffic calming device to the east of Jack Drive, and a roundabout at Lower Miller Creek Rd and Christian Blvd, both of which act as speed mitigation devices to slow speeds on this section of the road. However, we appreciate your concerns regarding traffic speeds and will take the speed table and lane paint requests to the Transportation Safety Team for further discussion and evaluation.
