    PROJECT DESCRIPTION:

    The City of Missoula Development Services has received a request from Mike Morgan of Hoffmann-Morgan Associates, representing the owner of the property addressed 3705 and 3715 England Boulevard, for an Administrative Adjustment to increase the number of dwelling units allowed from seventy-five (75) to seventy-six (76) units. Title 20, Section 20.85.110.B.7 authorizes the zoning officer to approve an administrative adjustment to permit the construction of one (1) additional residential dwelling unit on a parcel that would otherwise be prohibited solely because the parcel does not comply with the minimum parcel area standards of the subject zoning district. A request can be made for an adjustment only if the existing parcel area is at least 95% of the required minimum area.

    The subject property is zoned B2-2 (Community Business), which requires 1,000 square feet of parcel area per dwelling unit. The property is 75,359 square feet or 99.2% of the required 76,000 square feet needed for seventy-six (76) dwelling units.

    This is an administrative action which does not require a public hearing. However, property owners within 150 feet of the subject property are notified and provided the opportunity to submit public comment. Staff will issue a report on compliance with the review criteria of Title 20, Section 20.85.110.F. The Zoning Officer may either approve, approve with conditions, deny, or refer the request to Board of Adjustment for a decision.

    The subject property is located in the Captain John Mullan Neighborhood Council.

    PROJECT DESCRIPTION:

    The City of Missoula Development Services has received a plat adjustment request for the relocation of a 10-foot public access easement on Lot 1 of the McNett Flats subdivision. The plat adjustment will remove the existing 10-foot public access easement currently shown on the plat, and replace it with a new 10-foot public access easement approximately 24 feet to the west. This adjustment is to accommodate the siting of buildings on the parcel.

    The subject property is zoned Community Business (B2-2). According to the City of Missoula Subdivision Regulations, Article 7-040, plat adjustments must be reviewed by the City Council. A plat adjustment is a change that “in the opinion of the City Council, may affect the precise dimensions of lots or buildings and the siting of buildings but that do not affect the basic character or arrangement of buildings, lots, or blocks, the density of the development, the open space requirement, or street design.”

    City Council is responsible for conducting a public hearing to either approve, conditionally approve, or deny this request.

    The subject property is located in the Captain John Mullan Neighborhood Council.

    PROJECT DESCRIPTION:

    A conditional use application is under review for a forty-three (43) dwelling unit Townhome Exemption Development (TED). The subject property is located south of the Pleasant View Homes #3 Subdivision near Hellgate Elementary School. If approved, the applicant will create 43 townhome ownership units, each containing one dwelling unit. City Council may vote to approve, approve with conditions, or deny the conditional use request.

    The applicant began the planning process with Development Services under Ordinance #3609. This is not the current TED Ordinance. The City Attorney’s Office issued a letter stating that Ordinance #3609 will apply to this project. The subject property is zoned B2-1 Community Business. Per Title 20, Section 20.05.040 Figure 20.05-7 under Ordinance #3609, Townhome Exemption Developments of ten or more units in the B2-1 zoning district require conditional use approval in accordance with the provisions of Title 20, Section 20.85.070.

    PROJECT DESCRIPTION:

    An application is under review for rezoning approximately 44 acres consisting of two parcels of land to RM1-45 Residential (multi-dwelling). The parcels are currently zoned R5.4 Residential, RM1-35 Residential (multi-dwelling), B2-2 Community Business, and C1-4 Neighborhood Commercial. The property is located in the Lower Grant Creek area west of the Rocky Mountain Elk Foundation headquarters and north of Expo Parkway (see link to Maps of project area below).

    With the zoning in place today, the property could be developed with 158 single-dwelling and duplex homes and 344 multi-dwelling homes (502 total) with a maximum building height of 35 feet. With the proposed zoning, a combination of housing types could be built with a maximum of 1,185 multi-dwelling homes with a maximum building height of 45 feet.
