Community Housing Needs Assessment

In a joint effort, the City of Missoula and Missoula County invited community feedback to help identify needs and gaps in services related to:

  • the construction of housing,
  • housing rehab,
  • public and community facility development and improvements (e.g., infrastructure, sidewalks, utilities, shelters, daycare centers, etc.),
  • economic development, and
  • social services.


Results from our completed survey can be viewed in our PY23 Community Needs Assessment report in the right sidebar under Documents.


The results were presented during a public meeting on Tuesday, Nov. 15, in the Missoula County Courthouse Sophie Moiese Room. A recording of the meeting can be found at www.Missoula.co/CNA.


The Community Needs Assessment is the first step in determining how to effectively use U.S. Department of Housing and Urban Development (HUD) entitlement and non-entitlement funds through the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs.


Please note:

  • For the purpose of this assessment, the term “affordable housing” is defined by HUD to mean a housing payment at or below 30% of a household’s gross income.
  • Funds are not guaranteed for the priorities and needs identified in the assessment.
