Reserve to Scott Master Plan Ready for Public Review at Open House, Sept. 1

The City of Missoula’s Redevelopment Agency (MRA) is finalizing the area master plan for the land between North Reserve Street and Scott Street. The project team reviewed feedback from stakeholder groups and the public on the draft area master plan. Now, the updated plan will be presented for public review at the final open house on Sept. 1, 2026. A virtual workshop survey will be published the same day.

Results from Prior Engagement

In the draft phase, the public and partners reviewed draft plan concepts for recommended place types and allowed uses, proposed street and pathway networks, truck routes, and elements of district character and identity. Feedback during this phase reaffirmed several previously identified themes, including a strong desire for:

• a safe network of streets and pathways
• improved traffic flows
• vibrant mixed-use development types that provide a range of housing options as well as neighborhood services and amenities
• places for community events and gatherings
• well-designed parks and open spaces that enhance community character while also providing natural habitats.

Engagement for the upcoming phase of the master plan process will give participants the opportunity to weigh in on updated plan elements including zoning, areawide street and connectivity elements, parks and open spaces, as well as details related to project implementation.

Next Steps

After the final open house and survey, there will be opportunities for public comment before and during the adoption phase.

• Late September – The project team will incorporate feedback from the open house and virtual workshop survey into the master plan.
• Early October – A revised master plan will be available for public comment on EngageMissoula.com.
• Mid-October through November – The master plan will be presented to the MRA Board, Planning Commission, and City Council, all of which allow for public comment.

Event Details

The public can give feedback on the master plan at the open house scheduled for Tuesday, Sept. 1, 4 – 6:30 p.m. at the Hilton Garden Inn, 3720 N. Reserve Street. Snacks will be provided. For anyone who can’t attend, feedback can also be submitted in the virtual workshop survey beginning Sept. 1.
