Reserve to Scott 2026 Master Plan Kicks Off with Public Open House April 2

The City of Missoula’s Redevelopment Agency invites the public to an open house to kick off a master planning process for the North Reserve-Scott Street Urban Renewal District (NRSS-URD) and planned URD expansion areas.

Over the next six months, GGLO, the project’s lead consulting firm, and a team of consultants will produce an area master plan outlining a vision and approach to guide future growth in the area.

A master plan for the NRSS-URD was completed in 2016. With changes that have occurred over the last 10 years, an updated plan is needed. The recent and future annexation of the Roseburg and Story House Montana properties into the city will add approximately 235 acres into the study area. The updated master plan, with these and other potential land additions, will influence land uses and zoning.

“The goal is to create a comprehensive Master Plan that reflects the needs and opportunities in 2026 and beyond, setting the City and its partners up for implementation over the next 10 to 20 years,” said Annie Gorski, deputy director for the Redevelopment Agency.

The project will explore a wide range of opportunities in the study area, including transportation and connectivity improvements; infrastructure priorities, including serving future uses on vacant and transitioning properties; desired site uses and amenities; and recommendations for how zoning and place types from the newly adopted Our Missoula 2045 land use plan could apply in the area.

“We’ve asked GGLO, as part of their process, to identify areas the City might want to purchase to facilitate commercial development in support of new and existing residential development,” said Ellen Buchanan, director for the Redevelopment Agency. “We’d like to be proactive about critical locations.”

When finished, the 2026 Master Plan will act as a guide for feasible project implementation and future investment in the NRSS-URD and planned expansion areas. The planning process will feature several opportunities for key area stakeholders and the community to share input and ideas at workshops and events, and through online surveys. 

The first public workshop is scheduled for Thursday, April 2, from 5 to 6:30 p.m. at Lowell School, 1215 Phillips St. Child care and a light meal will be provided.
