Comment on Amendment to PY25 Action Plan

The City of Missoula’s Community Development division is submitting a substantial amendment to its Program Year (Program Year) 2025 Annual Action Plan to the U.S. Department of Housing & Urban Development (HUD), and we want to hear from you!

Please submit comments on the City’s proposed amendment by EOD January 29, 2026.
Background
Each year, the City of Missoula awards federal CDBG and HOME funds for housing and community development projects that assist low- to moderate-income Missoulians. The Annual Action Plan (AAP) details the projects funded for the year. As required by the Department of Housing and Urban Development (HUD), any change in use of these funds must be published for public comment.
Changes have been made to the Program Year (PY) 2025 AAP that include:
1) increasing the amount of HOME funds for the Lenox Flats rental housing rehabilitation project; and
2) adding a new HOME project to support the acquisition of a 6 unit affordable housing facility to be placed into a community land trust.
