How are projects prioritized in the queue?

To see your project status, visit the tables in the documents section on the right side of the page. The project queue tables are updated bi-weekly and organized by project type. If a case planner has been assigned, contact them for all questions relating to the project. If a case planner has not been assigned, please be patient. The case planner will reach out to schedule a scoping meeting or pre-application meeting once they are assigned to the project. For general questions, please contact zoningdesk@ci.missoula.mt.us.

Meetings to discuss project proposals with planners are scheduled in the order intake forms are received, unless the project type includes statutory deadlines as stated below. Affordable housing projects meeting the area median income tiers specified in Title 20, Section 20.100.010 that also include some mechanism for long-term affordability (deed restrictions, land trust, etc.) are also moved to the top of the queue in coordination with the City's Housing Policy. To schedule a meeting with a planner, submit an intake form to the Zoning Desk. Intake forms can be found on our “Fees, Forms, and Applications” page. The Intake forms are assigned to case planners by their manager or supervisor. The case planner will complete research on the property and proposal and will contact the applicant to schedule the meeting. The case planner will discuss issues with the proposal or site, provide information on any public improvements required with the proposed development, and the process for application and review.

Following the meeting, the applicant submits the application and required documents. Staff will review the application for completeness. Once a complete application packet is received the project will go into the queue for projects requiring board review. Projects are scheduled for public hearing once staff receives a complete application and the project is at the top of the queue. Public hearings are scheduled in the order complete applications are received, unless the project type includes statutory deadlines as stated below.

Due to limited staff capacity, the City has prioritized the review of projects per the following list. Note that a case planner may choose to stagger the projects assigned to them to accommodate other tasks.

Priority List:

  1. Building Permit Review/Zoning Compliance Permits/Business Licenses
  2. Subdivision/Subdivision Final Plat Review/Phased Development Review
  3. Public Forum
  4. Permanently Affordable Housing Projects (any application type)
  5. Conditional Uses, Rezonings, Annexations, Board of Adjustment Variances and Design Review Board Applications
  6. Subdivision Exemption Affidavits

Subdivisions

Subdivisions are at the top of the queue due to deadlines prescribed by state law.

Public Forum

Public Forum applications are processed within 30 days of receipt of a complete application due to the inclusion of the 30-day deadline specified in the Title 20 zoning ordinance and Montana Code Annotated.

Conditional Uses, Annexations, & Rezonings

Conditional uses, annexations, and rezoning are placed in the same project queue. Projects will be scheduled for public hearing in the order complete applications are received.

Board of Adjustment and Design Review Board Applications

Projects reviewed by Board of Adjustment and Design Review Board are placed in the same queue. Variances are reviewed by Board of Adjustment. Design Review Board reviews sign packages and alternative compliance applications. These projects are also reviewed in the order a complete application is received.

Subdivision Exemption Affidavits

Subdivision Exemption Affidavits (SEA) only require public hearing in some cases. There is not deadline for scheduling the public hearing. You will be notified at the meeting with the case planner or upon receipt of the application if your SEA requires a public hearing. Otherwise, they are assigned to a case planner and reviewed in the order received. Due to limited capacity, SEAs are at the bottom of staff’s priority list.
